Regulation (EU) 2023/1542 (Battery Regulation), Annex XIII
Industrial, EV and light means of transport (LMT) batteries over 2 kWh need a digital battery passport before 18 February 2027. Annex XIII of Regulation (EU) 2023/1542 fixes the exact field set, which is why batteries is the category Matrikel has modelled in the most depth.
No — the requirement applies to industrial batteries, electric vehicle batteries, and light means of transport (LMT) batteries with capacity above 2 kWh. Portable batteries below that threshold are out of scope for the passport requirement itself, though other parts of the regulation still apply.
Annex XIII sets the field list: chemistry and composition, carbon footprint per lifecycle stage, recycled content, origin of critical raw materials, performance and durability parameters, and — dynamically — state of health and usage data over the battery's life.
The regulation splits access into tiers: the general public sees things like chemistry, capacity and carbon footprint without logging in; repairers, recyclers and other professionals get a deeper technical layer after authentication; regulators and the Commission get full access.
